How often does the database refresh and publish new sites to a ring?

 

I have added a new site to my ring today and after several minutes it has not ahown up as yet?

It's immediate. The most likely reason is that the site wasn't joined to a ring, so it doesn't appear in that list. As soon as you do that (make it a member of a live ring) it will appear.
